1. How do I become a member?

To become a member of the Adult Wellness Center, you need to be 50 years old or older, complete the membership application and pay the membership fee at the front desk. See the Membership page for more information.

2. How do I register for AWC classes or activities?

The Adult Wellness Center offers a wide variety of events, classes, and activities. Many of these are free and some are offered for a fee. You can call the front desk to register for all free and paid classes/activities, and visit the front desk to make your payment. We accept cash, check, debit, Visa, MasterCard, and Discover. 

3. What are the Adult Wellness Center hours?

The Adult Wellness Center is currently open from Monday-Friday 7am-7pm and Saturday 8am-12pm.   

4. What are your Membership fees?

The AWC Membership rates are: $50 per year for City of Rogers residents; $60 per year for non-City of Rogers residents. This includes access to all amenities of the facility. Residency will be determined by the address on the individual’s Driver’s License. Please bring your license when turning in your membership application and payment to the front desk. We accept cash, check, debit, Visa, MasterCard, and Discover.

5. Does the Adult Wellness Center offer a guest pass?

The AWC offers a daily guest pass to anyone 50 years old and older for a $5.00 fee. Membership includes two free daily guest passes for our members to bring a friend or family member along for a day. Just register as guest at the front desk.

6. How do I rent an AWC Room?

AWC members are able to rent rooms at the Center for private functions, depending on availability. Fees vary upon event and room size. Call the center at 631-3333 and ask to speak with Brandy for more rental information.

Animal Services

1. What are City Pet Licenses?

A City Pet License is when you register your pets with the city and you receive a City Pet License tag for their collar with a number on it that we use to keep track of the pets in the city and who they belong to.

2. How do we register animals for City License?

Per the Arkansas Rabies Law, all dogs and cats must be vaccinated against rabies, by a licensed Veterinarian, either every year or 3 years, depending on the vaccination. After you get the rabies vaccination, you provide the certificate(s) to us and we register the pet(s) using this information.

3. Where do I go to get City License?

You can go in to Rogers Animal Shelter at 2935 West Oak Street or, now, you can fill out a Request for City License form right here on this website.

4. How much are City Licenses?

If your pets are altered (spayed or neutered), your City Pet Licenses are free to you. If your pets are not altered, your City Pet Licenses are $50 a year per pet, so, equally, $150 for three years (if vaccinations allow).

5. How often do I register my animals?

City Pet Licenses run concurrent with your rabies vaccinations dates. Your licenses expire when the rabies vaccination expires, unless, your animal is unaltered and you only pay for one year at a time.

6. Is there a Leash Law in Rogers?

Yes. All dogs must be confined or in the owner’s physical control at all times. Physical control means a leash . Voice Command is not physical control. Outdoor cats, as long as they are not being a nuisance, are not required to be kept confined. They are, however, required to be altered (spayed or neutered), vaccinated against rabies, microchipped, and licensed with the city. If an outdoor cat does become a nuisance to the neighborhood, it will be required to be kept confined or could be impounded by Animal Control.

7. Is there an ordinance for barking dogs?

Yes. Per Rogers City Code 6-102, an owner is responsible for the prevention of excessive noises emanating from their premises and becoming a nuisance.

8. Are you allowed to have fowl (chickens, ducks, geese, etc.) in the City?

If your property is zoned A-1 for agriculture, you may have as many female fowl as you deem necessary, as long as they are kept confined to your property. If your property is zoned RSF, Residential Single Family (single family houses), you may have fowl, but with regulations. You must have the proper permit. You must must apply for a permit and be inspected within ten (10) days of applying for the permit before the permit is approved. You are allowed up to 4 fowl on your premises, they all must be females and no males, and the coup must be 2 feet off the ground and 25 feet from neighbors’ homes. You can apply for the Fowl Permit at Rogers Animal Services. There is a fee of $5 for the permit. Refer to Rogers City Ordinances 6-228 through 6-230 for more details on fowl in the City.

9. Are swine (pigs, hogs, pot-bellies, mini Julianas, etc.) allowed in the City?

Rogers City Ordinance 6-256 says no person shall keep hogs within the city. This means any type of hogs including, but not limited to, pot-belly pigs and miniature Juliana pigs.

10. Are goats allowed in the City?

If you are zoned A-1 for agriculture, you are allowed to raise goats. If you are zoned any other residential zone, you are not allowed goats on your property unless you have an approved Conditional Use Permit to have livestock on your property. Permits are applied for at City Hall.

11. Does Rogers Animal Services adopt pets out to loving homes?

Yes. We have dogs and cats available for adoption.

12. How do we view your available animals?

There are few ways to view our adoptable animals. You can view our available animals right here on our web page by clicking the appropriate link found on the left side of the page. Additionally, there are three other different websites where you can view our animals: petfinder.com, adoptapet.com, and petharbor.com. And of course there is always the old fashion way, just call (479)621-1197 to make an appointment to  come on down to the shelter and meet them in person. Also, if you come down to the shelter, you will be able to get the animal out of a kennel and meet them or introduce them to the new pet siblings they will be sharing a home with.

13. How long do you hold animals before they are available for adoption?

Animals at our facility are held for six (6) days from the date it was picked up, to give owners a chance to try and find their pet. The animal becomes available for adoption the morning of the seventh (7th) day. We do not accept applications for adoption on animals currently in this holding period.

14. How much is the adoption fee?

Our adoption fee is $61. This will include the alteration (spay or neuter); a microchip; and, depending on age, jurisdiction, or situation, the vaccinations or medications we may have given it while the animal was in our possession.

15. What is the process of adoption?/How do I get approved for adoption?

Once you find a pet that fits into your home, you will need to fill out an application. For any other requirements please call us at 479-621-1197 or email us at animalshelter@rogersar.gov

16. If I adopt an animal from your facility, does it have to get altered?

Yes. As per Arkansas State Statute 20-19-103(a), it is unlawful for any animal shelter, humane organization, or rescue group to release an animal that has not been altered to the new owner; unless it is under three (3) months or not healthy enough to handle the surgery, at which point you will be responsible for making sure it gets altered when it reaches the correct age or state of health. A violation of this statute would result in a citation with a fine of up to $500.

17. Do you accept owner surrenders at your facility?

At our facility, we accept owner surrenders by court order, or, in special cases, at the discretion of the Shelter Manager. If an owner surrender is court ordered or accepted by the Manager, prior to entering the facility, the animal must be altered (spayed or neutered); up-to-date on rabies, DA2PP, and bordatella vaccinations; and there will be a $75 surrender fee per animal.

18. Are there Volunteer opportunities at your facility?

19. Are there any low cost or free alteration and/or vaccination clinics in the area?

Yes, there is a low cost spay and neuter clinic. Spay Arkansas, located in Springdale, open Monday through Wednesday, call 479-756-1100 for appointments;

20. If I have a problem with a critter on my property, am I allowed to set a trap for it?

Yes, but, you must give us a call beforehand as there are procedures and guidelines you must adhere to. We do not loan out traps for dogs or cats, only wild life. If you have a problem with a dog or cat, you will need to call the office. To see the trap agreement that has the full list of procedures and guidelines, and that must be filled out to borrow a trap, there is a link on our main page. 21. Will Rogers Animal Services set traps on my property for me?

No, but if you do not have a trap of your own, we do have traps available on loan for a fully refundable $50 deposit. We refund the deposit when the trap is returned undamaged.

22. Will Rogers Animal Services service my trap or relocate the animal for me if I use my own trap?

No, Rogers Animal Services does not services traps other than our own.

Aquatics Center

1. Do you have discount offers?

Yes! We have 10-punch discount splash passes offering a 20% discount off the regular purchase price. Splash passes are not specific to an individual.  Also, our twilight admission from 4 p.m. - 8 p.m. (Mon - Sat) at $10 above 48" and $6 under 48". 2. I have small children, can they wear inflatable flotation like water wings?

We ask that you have them wear a non-inflatable means of flotation like a life jacket or buoyancy swimming suit (inflation sewn in and is permanent). Foam bubbles that attaches with a belt is ok too! ** Inflatable water wings, rings, bubbles, and rafts will not be permitted.**

3. Can I bring food or drink into the park?

No, we do not allow any outside food or drink into the park. We do, however, allow you to exit the park to have a picnic on our designated picnic grounds or enjoy one of Rogers' many fine restaurants. Just make sure you get your hand stamped for re-entry!

4. What are the height requirements for the slides?

The tall body slides (Hawk's Nest Falls) and speed slides (tree Top Drop) require that sliders be 48" (4 ft.) or above.

5. Do you offer group discounts?

6. Can I wear street clothes to swim?

We do suggest that appropriate swim attire be worn while playing in the park. We cannot allow regular clothes on any of the slides. No jeans, cut-offs, or thongs will be permitted. No suits, shirts, or hats with rivets, buckles, snaps, or zippers are allowed on the slides. No cotton t-shirts will be allowed on the slides (they stick to the slide!).

7. Do you require swim diapers?

Yes. Any child under 3 yrs old must wear a swim diaper of some kind. We provide disposable children's swim diapers inside the park for $2 each.

8. Do you have concessions inside the park?

Yes! We have plenty of food items to satisfy even the biggest appetites! Ranging from beverages and ice cream, to cheeseburgers, nachos and pizza! check out our concessions menu on our website.

9. Do I still have to pay if I'm only going to watch someone and not swim?

Yes, everyone who enters the park must pay gate admission. There is no way to separate or regulate those who are not using the attractions.

10. What if it rains while I'm in the park?

Our severe weather policy states that all sales are final. While we hope to keep our park open once we open the gates, there may be times that foul weather moves in and it becomes necessary, for the safety of our guest, to close the attractions either temporarily or for the remainder of the day.

11. May I smoke or use smokeless tobacco in the park?

No. We ask that you refrain from using any kind of tobacco products inside the park gates and on the grounds of Dock Wheeler Park. All of our city parks are smoke-free - Ordinance 36-2-12

12. If I leave the park can I re-enter?

Yes, but you MUST have your hand stamped before leaving.

13. Do you have locker rooms/changing facilities?

We do have men's and women's changing areas, as well as showers and lockers available. Each locker cost $.25 every time it needs to be locked.

14. Do you have lifeguards on duty?

Yes. All of our lifeguards are American Red Cross certified, including First Aid and Professional Rescuer CPR.

15. Do you accept credit cards?

Yes, we accept Visa, MasterCard and Discovery at the admissions gate and at concessions.

16. Do you have a retail store?

YEs! we offer sunscreen, kid and adult goggles, lifejackets and puddle jumpers, and fun Wet Willy T-shirts for sale!

Building Inspections

1. When is a permit required?

Permits are required for construction of all new buildings/structures, additions to buildings/structures, interior remodels/alterations that include structural modifications, structural repairs to buildings, storm shelters, decks, covered patios, storage buildings, carports, fences over 7ft tall, swimming pools, demolition of structures, cell towers, tents over 400 sqft, plumbing, electrical and mechanical work.

2. When is a permit not required?

Cosmetic work such as painting, tiling, carpeting and replacing cabinets do not require a permit. However, you are encouraged to contact the Building Inspection office at (479)-621-1100 before beginning any work to determine whether or not permits are required.

3. Where do I get a permit?

Permits can be obtained by coming to the Risk Reduction Division located at 113 N 4^th St or you can also fill out an online application located on our website.

4. What submittals are required for a residential building permit?

For all new construction and additions we will require a site plan and a full set of plans (to include elevations, floor plans and electrical). For remodels we will require a before and after floor plan of the entire house. It must have rooms labeled, show doors and windows with sizes and show where any electrical (must include smoke detectors) or plumbing will be added or moved. 

5. What is a site plan?

A site plan is an overview of your entire property and should include all existing structures, lot dimensions, proposed improvements and the distance from those improvements to your property lines.

6. What work can I do myself as a property/home owner?

If you own the property and it is your main place of residence, then you can do any building, plumbing, electrical or mechanical work yourself. You are still required to pull permits as that work will have to be inspected and the work must be completed by you. If you hire someone else to perform that work they will need to pull the permit. You are responsible as the permit holder for any work being done.

7. How much does a Certificate of Occupancy cost?

The cost of a Certificate of Occupancy is $25. 

8. Do you issue permits outside the city limits?

The City of Rogers does not have jurisdiction outside of the city limits. If you live outside the city limits and within Benton County, you will need to contact the Benton County Risk Reduction office at 479-271-1003 to obtain permits and inspections.

9. How do I locate my property lines?

The City of Rogers does not locate property lines. You will need to contact a surveyor to locate those or you can try to find them yourself.

10. How long is a permit valid?

A permit is valid for 6 months as long as work is receiving inspections. A permit shall become null and void if the proposed work is not started within 6 months of issuance or when work is suspended or abandoned for a period of 6 months after work is started. Extensions can be requested and may be granted upon the authorization of the building official, otherwise they will be required to be re-permitted with fees due.

12. How do I schedule an inspection?

Inspections can be scheduled by calling our office at 479-621-1100 or by filling out the online Request an Inspection form on our website. Inspections will be scheduled between the hours of 7:30am – 4:30pm daily. We require 24hr notice on all framing, gas/electric services and final inspections – these rules also apply when scheduling online.

13. Can I start work without a permit?

No. Only an emergency that happens after hours or over the weekend can proceed without a permit, but you are required to obtain a permit within the next business day. Work conducted without a permit will be subject to a Stop Work Order or Notice of Code Violation and a penalty fee will be applied when the permit is issued per City Ordinance.

1. What are your hours of operation?

We are open Monday thru Friday, 8 a.m. to 5 p.m. The City Clerk's office is located on the 1st floor of City Hall located at 301 W Chestnut in downtown Rogers.

2. How can I view city ordinances?

The Rogers Code of Ordinances is a comprehensive publication that identifies our local laws, procedures, administrative responsibilities, franchise agreements, the duties of all City Boards and Commissions, and much more. Ordinances and amendments are official documents that the City’s legislative body, the City Council, have passed into law and are locally enforced. 3. Am I allowed to have a garage sale?

All garage sales located within the City of Rogers require a permit. The permit is free and may be obtained online or at the front desk of City Hall (301 West Chestnut) during the week of the garage sale. No more than 2 sales are allowed on the same premises in any one calendar year and will only be issued for up to 3 consecutive calendar days. Permits shall be prominently posted on the premise during the sale. Signs cannot be placed on trees, street signs, stop signs, light poles, telephone poles, or utility poles of any kind. Code Enforcement is responsible for the enforcement of the garage sale ordinance. 1. Are trailers allowed to park on the street?

Sec. 52-122 prohibits the parking of a trailer with a capacity of three-quarter ton or larger on any street between the hours of 10:00 p.m. and 7:00 a.m. All other trailers can be parked on the street as long as they are parked in accordance with applicable traffic statutes.

2. Can I raise chickens or roosters in Rogers' city limits?

Sec. 6-228 through 6-230 deals with fowl inside the city limits. In a residential zone, a resident is allowed to have up to four hens (no roosters) after obtaining the proper permit from Rogers Animal Services. The fowl must be maintained in a suitable enclosure, which shall be kept in a clean, sanitary condition. 3. What can I do if my neighbor will not fix their part of a shared fence?

This is a civil matter between the property owners and not a violation of city code.

4. My neighbor has a dead tree in their yard and I'm afraid it will fall and damage my property. Does my neighbor have to remove it?

Yes. Sec. 18-261 allows the city, if the tree constitutes a hazard to life and property, or harbors insects or disease which constitutes a potential threat to other trees within the city, to require the property owner to remove the tree.

5. What should I do to report someone dumping trash or tree limbs on my property?

7. How tall can my neighbor's grass grow before they have to mow?

There is no established minimum height. Per Sec. 18-93, a place, condition or thing is unsightly when it is in public view and offends the then-prevailing standard of the community as a whole…”

8. I've reported my neighbor for not mowing, why isn't the yard mowed yet?

Property owners are given seven business days to remedy a violation of tall grass. This process includes the mailing of a registered letter to the property owner. It is only after seven days after notification that the city can issue a citation or begin the abatement process.

9. A neighboring business does not have their dumpster emptied as frequently as needed, and my customers are complaining about the flies and the smell. What can be done?

This could be a violation of Sec. 18-2 Rogers Code of Ordinances, which prohibits corruption of the atmosphere with vile, foul or offensive odors. Please notify code enforcement at 479-621-1196 or online via "report a concern" Section 18-2 Rogers Code of Ordinances

10. My neighbor parks their car in the yard, is this legal?

Sec. 52-140 prohibits the parking of a vehicle between the residence and the street right-of-way in any residential zone. This only applies to the front of the residence (the parking of a vehicle beside or behind a residence is not a violation of this ordinance).

11. Can I report my POA's covenant violations to the City for enforcement?

No. Code Enforcement only enforces city ordinances. POA covenants are a civil matter that can only be enforced by legal action from the POA in a court.

Community Development

1. How do I check the zoning of my property?

Use the City GIS to search by property address. Open ‘Layers’ and turn on Zoning. Explore other layers to view things like parcels, floodplain, utilities, trails, Growth Designations, and Master Street Plan. Once zoning is determined, use Municode to view zoning standards in Chapter 14 of City Code. Visit with Planning staff for questions.

2. What does zoning mean?

Zoning determines the allowed use of a property, lot dimensions, building setbacks, parking standards, and design standards. Exceptions from certain zoning requirements are called variances. Business licensing and signage are based on zoning.

3. What is the Master Street Plan?

The Master Street Plan is a document adopted by ordinance and is periodically updated.  The most recent master street plan is dated 2/26/2019 (ORD 19-14) and is posted under Plans, Manuals, Ordinances link, and is posted as a layer on the public GIS.

4. How do I change the zoning of my property?

Property owners may rezone their property by making a request to the Planning Commission and City Council. Visit with Planning staff before submitting an application. Applications and other information can be viewed on the Community Development Department webpage.

5. Why is there a ‘Notice of Public Hearing’ sign in my neighborhood?

‘Notice of Public Hearing’ signs are required as part of the public notice process for certain development-related activities. This helps inform potentially impacted neighbors of a pending request and provides information about the time and location of the meeting. Some common reasons for a public hearing are Conditional Use Permit requests, Rezone requests, and Variance requests. More details about a public hearing can be found on the sign or on the Community Development Department webpage.

6. How do I find public meeting agendas?

Public meeting agendas are made available on the board or commission webpage typically within 3-5 days of the upcoming meeting. Staff reports and other agenda items are also posted there. Archived agendas and minutes are kept in the Agenda Center on the City website. Contact Planning staff or the City Clerk for questions about current or archived records.

7. Do I need a sign permit?

All permanent building signage and freestanding signage requires a permit. Temporary signage is limited to a 32 square foot banner and requires a permit. Window signage is limited to under 40% of window area and does not require a permit. Details about the size, quantity, and location of signage may be found in Chapter 44 of the City Code. Sign permit applications may be found on the Community Development Department webpage. Visit with Planning staff for questions about permitting requirements.

8. Can I put a shed in my backyard?

Portable sheds that are no larger than 200 square feet, no taller than 10 feet, and not permanently affixed to the ground may be placed anywhere on a property and do not require a building permit. Other types of accessory buildings that are taller than 10 feet, larger than 200 square feet, permanently affixed to the ground, and/or connected to utilities, require a building permit. Building permits are issued by the Planning and Risk Reduction Divisions. Visit with Planning or Risk Reduction staff for questions about permitting requirements.

9. Do fences require a permit?

The City does not currently require fence permits, though a building permit is required if a fence is over 7 feet tall and/or has concrete footings. Retaining walls over 4 feet tall require a building permit. Visit with Community Development staff if fencing is proposed in a utility or drainage easement. Fences in a front yard should be limited to 4 feet to prevent blocking line of sight and to maintain aesthetics. Fencing cannot be located within a 3 foot radius of fire hydrants. Visit with Risk Reduction staff for questions about permitting requirements.

10. Do I need a business license?

Any business operating at a physical location in Rogers is required to have a business license. Business licenses are issued once the proposed use (i.e. retail, restaurant, office) is verified as permitted at that location. Also, the Risk Reduction Division must perform a building inspection to ensure the premises meet Building and Fire Safety codes. The Planning and Risk Reduction Divisions must issue a Certificate of Occupancy in addition to business license for a business to occupy the premises and conduct business. Visit with Planning staff to verify zoning and permitted uses. Visit with Risk Reduction staff to schedule building inspections.

11. Can I operate a business from my home?

Home-based businesses are allowed in most residential zoning districts and require a Home Occupation permit. The permit is intended to ensure minimal neighborhood disruption and limits things like customer traffic, deliveries, parking, and signage. Visit with Planning staff for questions about permitting requirements.

12. How do I start the development process?

Visit with Planning staff to determine whether the project is a Large-Scale Development, Small-Scale Development, Subdivision, or exempt from review. Housing not exceeding 4 units can be built with a residential building permit and requires only site and building plans. For Large-Scale Developments and Subdivisions, the developer should have a pre-submittal meeting with Community Development, Risk Reduction, and Rogers Water Utilities staff before submitting a project for review. Development submittal checklists can be found on the Community Development Department webpage.

13. How do I subdivide my property?

Visit with Planning staff to determine whether your proposal is a Lot Split, Lot Combination, Property Line Adjustment, or Subdivision, then submit your proposal for review by the Community Development Department and Rogers Water Utilities. Most proposals may be approved by staff. If a proposed split creates more than 7 new lots and/or requires street or utility improvements, the property must undergo the Subdivision process for approval. 14. Do I need a grading permit?

Grading permits are intended to prohibit excessive clearing and excavation activity that creates flooding and soil erosion problems. A permit is required in the following situations:

• Clearing and excavation activity with a disturbed area over 1 acre
• Large-Scale Development or Subdivision
• 7 or more significant trees are proposed for removal

Significant trees are 8 inches or more in diameter and 4 ½ feet tall. Replacement trees may be required if removing 7 or more significant trees. Visit with Planning staff for questions about permitting requirements.

1. Do I have to pay court costs if I do not attend court?

Yes.

2. If I have a Commercial Driver's License (CDL) can I keep a citation off my driving record?

No. If you currently hold a Commercial Driver's License (CDL) you cannot use the First Offender Program. Act 842 of 2003 went into effect January 1, 2005, which prohibits any District Judge from using any program to defer imposition of sentence in instances where the defendant holds a Commercial Driver's License and is charged with violating any state or local traffic law other than a parking violation.

3. Can I continue my case by phone?

No.  The court requires the defendant to appear at the front window and sign for a new court date. The court can not verify identity by phone.

3. What do I need to retrieve my property after it has been stored?

For Found and/or Held for Safekeeping Property you will need a Driver’s License or some kind of identification to confirm identity if you are the rightful owner; Contacting our direct number first to make an appointment is highly recommended in the event you commute here and we are not here at that time; If you are a family/friend of the rightful owner and are trying to pick up property for them, we must have a notarized letter from them authorizing you to pick up their property.

For any property we seized as Evidence that pertains to an investigation, authorization/communication must be obtained from the assigned investigator before we can release your property back to you OR if somebody has been charged/arrested and the case is going through District or Circuit Court you must contact your attorney to file for a motion to return seized property that must be directed through the Prosecutors Office before we can release that type of property.

4. How long do I have to retrieve my property?

We only hold Found and Held for Safekeeping Property for 60 days; If it’s a bicycle – 90 days; It is your responsibility to make arrangements for your property to be picked up; If you are unable to pick up your property due to being out of state or incarcerated, if you communicate with us other arrangements we will handle those situations case by case.

5. How do I retrieve my stored firearm?

For Found and/or Held for Safekeeping Property you will need a Driver’s License or some kind of identification to confirm identity if you are the rightful owner; Contacting our direct number first to make an appointment is highly recommended in the event you commute here and we are not here at that time; If you are a family/friend of the rightful owner and are trying to pick up property for them, we must have a notarized letter from them authorizing you to pick up their property. We do have to confirm they can be in possession of a firearm prior to releasing any firearm.

For any property we seized as Evidence that pertains to an investigation, authorization/communication must be obtained from the assigned investigator before we can release your property back to you OR if somebody has been charged/arrested and the case is going through District or Circuit Court you must contact your attorney to file for a motion to return seized property that must be directed through the Prosecutors Office before we can release that type of property.

6. My property was stored as evidence, how do I retrieve it?

Contact your Attorney to communicate what property you are seeking, they will need to create a Motion to Return Seized Property and direct that through the Prosecutor’s Office, once the order has been approved and signed by a Judge bring the Order with you to the Police Department for pick up.

We are only authorized to release property to the owner in which the initial intake officer has provided; if there happens to be miscommunication about who the rightful owner is, we would handle those case by case with the submitting officer.

1. Are fireworks legal in the city limits of Rogers?

Yes, but with the following restrictions: Within the dates of July 2 - July 4 of each year, between the hours of 11:00am - 11:00pm, the use of fireworks shall be permitted, with the exception of any aerial fireworks device attached to a stick commonly referred to as a "bottle rocket", or any other similar device, regardless of its name. With the exception of fireworks used or exploded by the city for purposes of a public display, no fireworks shall be used or discharged on any city owned property. No fireworks shall be used or exploded on private property without the property owner's consent.

2. Will the Rogers Fire Department fill my swimming pool?

We do not fill swimming pools.  Contact Rogers Water Utilities about a reduction in sewer charges before filling your pool by calling (479) 621-1142.

4. How come firetrucks show up when I call 911 for a medical emergency?

When a 911 call is placed the dispatchers are trained and certified in a program we use called Emergency Medical Dispatching (EMD). Depending on the nature/severity of the call it will recommend that a fire company be dispatched to assist with the incident. If there is only a fire company at a station they will be dispatched and are able to provide medical care until the closest ambulance arrives.

5. How do I get a free smoke detector installed in my home?

6. Do you have a program for young adults interested in the fire department?

Young adults who are interested in learning more about the Rogers Fire Department are encouraged to participate in the RFD’s Citizen Ride-Along Program. The Ride-Along Program gives interested persons the opportunity to accompany firefighters as they go about their daily duties and respond to emergency incidents. This program is open to all individuals over the age of sixteen, upon the approval of the Fire Chief. 7. Does Rogers fire department provide airlift?

The Rogers Fire Department does not provide medical airlift. However, we have a medical helicopter based in Rogers, Lifeline 5 operated by Mercy Hospital. If this unit is unavailable, we can also utilize Air Evac 4 located in Springdale, just to the south of the city.

The Hailey Building, Key Wing Education Center, and historic 1895 Hawkins House are open Tuesday through Saturday from 10am-4pm. Closed all City of Rogers observed holidays.

2. How do I get to the museum?

The museum is located at 313 South Second Street in downtown Rogers. Visitors coming from out-of-town via I-49 should take the Walnut Street exit (exit 85) and follow West Walnut Street east until reaching Second Street. Turn right, then go three blocks. The museum is located on the left at the corner of Second Street and Cherry Street. Street parking is available in front of and to the side of the Museum.

3. How much does it cost to go through the museum?

Admission to the exhibit galleries and the historic 1895 Hawkins House is free.

4. Is the Museum ADA Compliant?

Yes. The museum is only one level and all exhibit areas, including the historic 1895 Hawkins House, are wheelchair accessible.

5. Is there anything for kids to do at the museum?

The Children's Gallery and Grandma's Attic are hands-on areas that are perfect for children and adults as well. Everything in these family-friendly exhibits can be handled. Youngsters can play in the kitchen in "Grandma's House", build in "Grandpa's Workshop", bake bread in the "Famous Bakery" or slide down the slide reminiscent of the old Rogers High School's fire escape. 

6. How old is Rogers and whom is the town named after?

Rogers was founded in 1881 and was named after Captain Charles Warrington Rogers, general manager for the St. Louis and San Francisco (Frisco) Railroad. Rogers' founding date, May 10, is based on the day that the Frisco first came through the area.

7. Isn't Rogers named after Will Rogers?

It's easy to see why you might think that. As you see above, Rogers was named after a railroad official named Rogers. But there is a connection with famed humorist Will Rogers. Will Rogers' wife, Betty Blake Rogers, was born in Silver Springs (now Monte Ne), Arkansas, and raised in Rogers.

Will and Betty were married in Rogers on November 25, 1908 at the Blake home. Will considered the City of Rogers his second home, and Betty often spent time here with her mother and her children while Will was on the road.

1. What is the Freedom of Information Act (FOIA)?

The law gives Arkansans access to public records and public meetings, with limited exceptions. Governing bodies must comply with the open-meetings section of the law if they are making decisions on the public’s behalf. A public record is defined as any writing, sound or video that reflects the performance or lack of performance of an official function. All records maintained by public employees within the scope of their employment are presumed to be public records, though several exemptions may shield a record from disclosure. Government entities generally have up to three days to provide a record requested under the FOIA. Custodians of records may only charge for the “actual costs” of reproducing public records, plus mailing expenses. 1. What should I do if LRS misses my trash or recycle on the scheduled pickup day?

In the event a regularly scheduled collection is missed through no fault of the customer, a special collection will occur within 36 hours of LRS receiving notification. Please call (479) 878-1384 the following morning so a prompt pickup may be scheduled. If you have been missed on a Friday, please call (479) 878-1384 between 8:00 AM-12:00 PM on Saturday to reschedule for a Monday pickup.

2. How do I schedule a free bulk pickup?

Bulky waste is collected once a month. Please do not co-mingle bagged trash with bulky waste. If it is in a bag, it is assumed to be household trash and will not be picked up. Bulky Waste Collection must be scheduled with LRS / Orion Waste Solutions by calling (479) 878-1384. Construction and/or demolition debris such as toilets, boards, plywood, or cabinets are not considered bulky waste and will not be picked up by LRS / Orion Waste Solutions.

3. I am not sure how to dispose of a particular item, who can I contact?

Contact LRS / Orion Waste Solutions at 479-878-1384 to ask them what items are acceptable. You can also contact Benton County Environmental Division at 479-271-1083.

4. Can my cart be picked up at my doorstep if I am not able to wheel my cart to the curb?

Yes. In accordance with the American with Disabilities Act and exceptional customers’ needs, LRS / Orion Waste Solutions will provide house to curb service at the rate of curbside service. Please contact LRS / Orion Waste Solutions at 479-878-1384 for more details.

5. How can I file a complaint against LRS?

As with any customer provided service, LRS hopes to avoid the need complaints. However, on any projects this large, misunderstandings will occur. Keep in mind the trucks are emptied periodically and will return to finish collections where they left off. If you feel you have been missed, please call (479) 878-1384 the following morning so a prompt pickup may be scheduled. If your complaint remains unresolved after speaking with customer service, contact the manager at (479) 878-1384. If you feel your complaint is still unresolved after speaking with the manager, please contact the front desk at City Hall (479) 621-1117 to report the concern. You may also report a concern online.

6. Will my trash/recycle be picked up during the holidays?

There will not be trash service on the following holidays: Thanksgiving Day, Christmas Day, and New Year's Day. Trash pickup will resume one day after your scheduled day during the week of the holiday. Extra trash placement is allowed on your pickup date following the Christmas holiday.

7. When is leaf pickup? Is there a limit to the number of bags?

LRS / Orion Waste Solutions provides a curbside leaf pickup in the fall annually. The City of Rogers will publish these dates on our website and through social media outlets. There is a limit of 30 bags per household.

8. Can I dispose of landscape debris in the trash container?

No. The City of Rogers encourages its residents to manage their yard waste using on-site techniques such as backyard composting and mulching mowers. Alternatively, yard waste may be dropped off at either the Rogers Recycling Center located at 2300 N Arkansas St.

9. My house is vacant, however I have to keep the water on due to house showings, how can I cancel the trash?

By city ordinance, trash service in the City of Rogers is considered a part of the city's provision of basic utility services and is mandatory for all residential customers. Since the city is not able to verify when a house becomes occupied from being vacant, trash service can only be discontinued simultaneously with water services.

10. I'm about to move to Rogers, what should I expect from LRS as a new resident?

The City of Rogers contracts with LRS for trash collection services and the monthly charge is automatically added to your water bill. Please contact LRS at 479-878-1384 to request new service. A trash bin and a recycle bin will be delivered to your new address within 7 calendar days of the request. Services are constantly evaluated to ensure residents get the very best of service.

11. Am I able to request a smaller bin for either my trash or recycle cart?

Yes, in certain circumstances a smaller bin can be provided. For example, if there is a disabled or elderly person with very little trash. They can apply for a smaller bin, must provide a drivers license or State ID and the request must be approved by the Water Department. The can sizes available are: 96 or 64 gallon rolling carts.

12. How do I request a replacement for a damaged or stolen bin?

Contact LRS / Orion Waste Solutions at 479-878-1384 to request a repair or replacement. Customers will be provided a new bin within 7 calendar days of the request.

4. How do I dispose of paint?

Water-based or latex paint is not a hazardous waste. It can be placed in your household trash providing it is completely dried solid. If there is a small amount of paint in the can, the lid can be removed and the paint allowed to dry. Adding cat litter or saw dust will speed up the drying process. Oil-based or alkyd paint is always considered a Household Hazardous Waste (HHW) and should be disposed of at a HHW collection facility or collection event.

5. Do you accept used cooking oil?

Yes. You may drop off used cooking oil during our business hours. Please stop by the Special Waste Drop-Off with your material in a disposable container.

6. I need to do community Service. What do I need to know?

Court ordered community service is handled on a first come, first serve basis. If you arrive late you may be denied a spot. Reservations will not be accepted. Please bring a photo id. You must be 16 or older to work at the Rogers Recycling Center. If you are under 18 a parent or guardian must sign a waiver for you.

Court workers will be assisting in the Recycling Center which is open Monday-Friday 8:00 am to 5:00 pm, Saturday 8:00 am to 12:00 pm. You must take a one hour lunch on weekdays, which will be deducted from your time.

We require a minimum commitment of 4 hours each time you work unless given permission by the on site manager.

You will be working in an industrial setting so dress accordingly based on expected weather conditions. You must comply with our dress code in order to work at this facility.
a. No crop tops, tank tops, leggings, yoga pants, pajamas, sagging pants, slippers or sandals.
b. No inappropriate offensive messages, swear words or pictures allowed on clothing.
c. Closed-toe shoes only. We encourage steel-toed leather boots.

2. How do I report a street light outage?

Street lights are maintained by the power company. Contact either Carroll Electric at 800-432-9720 or SWEPCO at 888-216-3523. Be sure to include the pole number and the location when reporting. Decorative street lights in certain subdivisions are maintained by the POA and as such needs to be reported to the POA.

3. Will the Street Department pick up my tree limbs?

The street department will not pick up tree limbs from private property. However, tree limbs and other yard waste may be dropped of at the Rogers Recycling Center located at 2300 N Arkansas Street.  You must be a City of Rogers resident and have a current water bill. You may drop off any debris that grows in your yard. This includes trees, limbs, leaves, grass shrubs etc. Material not accepted are: lumber, plywood, building materials or yard waste contaminated with trash. Occasionally, only after a severe storm that produces a significant amount of damage to vegetation within Rogers, the Street Department will pick up tree limbs placed curbside. The City will publicize this pickup through the website and social media outlets.
