[ARCHIVED] Community Development Block Grant Program Receiving Applications

Community Development Block Grant Program

The City of Rogers, through their Community Development Block Grant (CDBG) Program, is currently taking applications for housing rehabilitation and emergency repairs. The City is awarded funds annually to carry-out eligible activities that benefit extremely-low to low-moderate-income individuals and families.   The CDBG Program provides a deferred forgivable loan to qualified homeowners.  Guidelines are established by the Department of Housing and Urban Development (HUD).  Individuals and families must meet the following guidelines:

● Applicant must reside within the City limits of Rogers.

● Applicant must have a warranty deed to the property in his/her/their name.   Applicant can have a mortgage and be approved as long as he/she/they are in good standing with the mortgage company.   No contracts or options to purchase will be accepted nor will property that carries a reverse mortgage or second lien be accepted.  The homeowner(s) must own and occupy the dwelling a minimum of 12 months before applying.

● Homeowner’s insurance will be required.  Personal and real estate taxes must be paid.  If required by law to file income tax, most current income tax filing will be required.        

● Applicant must be considered low-and-moderate-income having an income equal to or less than the Section 8 low-income limit. Annual income includes the gross income (before deductions) of all members living in the home and over the age of 18.  Income includes wages, salaries, overtime, self-employment income, railroad retirement, pensions, child support, unemployment, alimony, commissions, interest and trust income, royalties, income from assets, Social Security and Veteran’s benefits, retirement, survivor, or disability pensions.  

Housing rehabilitation priorities are making the home safe and secure, reducing lead-based paint and mold hazards, bringing the home up to current housing standards, improving the energy efficiency, and making the home handicapped accessible.  Additional work as may be necessary or required can also be included.
