ADVERTISEMENT FOR BIDSNotice is hereby given that the City of Rogers Planning Department will accept sealed bids for furnishing all materials, labor, tools and equipment needed for the construction of a project identified as New Hope Road Trail & Bridge on New Hope Rd/AHTD Job # 090439, and located in Rogers, AR. The purpose of the project is construction of a concrete trail with approximately 790 linear feet of 10’ to 12’ wide trail, including, but not limited to: concrete retaining walls; storm pipes; utility; 59.33’, 89.5’ and 94.5’ free span steel bridges; central concrete bridge pier, handrails, shade structure, lighting, grading; drainage; and misc. other items.
Contract documents may be obtained from CEI, located at 3108 SW Regency Parkway, Suite 2, Bentonville, AR 72712 on February 29, 2016. Copies of the CONTRACT DOCUMENTS, consisting of Advertisement for Bids, Instruction to Bidders, Bid and Bid Bond, Agreement, General Conditions, Supplementary Conditions, Payment Bond, Performance Bond, Maintenance Bond, Drawings, Specifications and Addenda, may be obtained upon payment of $100.00 for each set (plus postage and handling, if mailed), none of which will be refunded. Please call ahead so we may have time to print them out for you. In lieu of obtaining physical copies of the Bidding Documents, electronic copies may be obtained through Quest CDN. These may be accessed from the CEI website, and click on the tab “Project Bid Documents”, which will redirect to the CEI site at Quest CDN. Cost of the electronic documents is $40.00, payable as mentioned on the website. Those requesting electronic documents are responsible for completing any steps required by Quest CDN to be able to obtain them.
A non-mandatory pre-bid conference is scheduled for 2:00 PM, March 15, 2016 at the City of Rogers Community Room, 301 W. Chestnut. Sealed bids will be received at the office of the City Clerk until 2:00 PM on March 22, 2016, and then at said office publicly opened and read aloud. Bids received after the indicated date and time will be rejected. Bid security, as defined in the Instructions to Bidders, in the amount of five percent (5%) of the Bid amount must accompany the submitted bid.
The City of Rogers hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply. “Buy America” provisions apply to this project. The Arkansas State Highway and Transportation Department’s Standard Specifications Section 106 has requirements and restrictions for Buy America. Also, 23 CFR § 635.410 has all of the federal requirements for Buy America.
Bidders shall make such inspection and studies of the site of the work as to familiarize themselves with all conditions to be encountered.
A contractor’s license is not required to submit a bid. However, a contractor’s license is required to execute a construction contract. Subcontractors must be licensed in accordance with the requirements of Act 150 of the 1965 Acts of Arkansas, as amended.
The successful Bidder will be required to furnish a Performance Bond and a Payment Bond, each for 100 percent (100%) of the contract amount, as security for the faithful performance of the work and the payment of all bills and obligations arising from the performance of the work.
No Bids may be withdrawn after the scheduled closing time for the receipt of bids for at least sixty (60) days. The City of Rogers reserves the right to accept any bid or bid alternate, to reject any or all bids, or to waive any informalities in bids received where such acceptance, rejections, or waiver is considered to be in the best interest of the City of Rogers.End of Document 00030
