Responsibilities

The Rogers Public Art Commission is a commission of the City of Rogers serving its citizens and visitors and charged with the administration of donations, inventory, and maintenance of art works in the public spaces of the city thereby enhancing the aesthetic quality of life and providing a forum for artisans. 

The purpose of the Rogers Public Arts Commission is to oversee the City’s arts and culture program, conduct studies and form working groups to make recommendations to City Council on matters related to arts and culture, and make determinations regarding the appropriate placement of public art displays on city owned or maintained property. 

Regular Meetings

  • The Rogers Public Art Commission shall meet at least once every three months. All meetings are open to the public and held in the Council Chambers at Rogers City Hall at 4:30 p.m. Please use the Northeast Entrance. 
  • A simple majority constitutes a quorum for the transaction of business.
  • At the first regularly scheduled commission meeting of the calendar year, the commission will elect among themselves a chair and vice-chair. 

Members

  • Voting Members - Seven total voting members are appointed by the Mayor and confirmed by the affirmative vote of two-thirds of the city council. Voting members shall serve three-year terms. 
  • Non-Voting, Advisory Members - Four non-voting, advisory members are designated by the Mayor to serve indefinite terms. The four members shall represent staff from the following organizations — Rogers Parks Department, Rogers Museum, Community Development Department, and the Rogers Historic District Commission.

  • Dayton Castleman, Chair — term expires April 2022 or until replaced
  • Kathryn Heller, Vice Chair — term expires March 2025
  • Kristen Boozman — term expires April 2023
  • Chris Brown — term expires March 2025
  • Barry Cobbs — term expires April 2023
  • Kelli Roberts — term expires October 2019 or until replaced
  • Elecia Smith — term expires July 2023

Non-Voting, Advisory Members: 

  • Serena Barnett, Rogers Historical Museum Director
  • Andrea Brinton, Parks Department Asst. Director
  • Ed McClure, Rogers Historic District Commission
  • Justin Pounds, Department of Arts & Culture

  • Seven (7) voting members, appointed by the Mayor and confirmed by City Council
  • Four (4) advisory members, designated by the Mayor from the Parks, Museum and Planning Departments and the Historical District Commission
  • Three (3) year terms, other than initial appointments
  • Must live in the City of Rogers
