Residential Projects

Residential projects in the City of Rogers typically all start with the review of site plans and building plans. Once the plans have been reviewed and approved by all applicable departments the building permit will be issued and construction can begin. The information below is just a quick overview of what to expect during the process for each permit type:

Building Permits 

Residential Building permits will need to be submitted on our online portal by the General Contractor doing the work or by the homeowner (if doing your own work). All required licensing for the contractor must be up to date in our system. When you submit your application, you will need to upload plans for review. Once those have been approved, the building permit can be paid and your permit will be issued. Please see the required documents that will need to be submitted for review:

  • Any New Structures & Additions - a site plan, a set of building plans to include: elevations, floor plans with rooms labeled, window and door sizes shown and an electrical plan w/ smoke detector placement. New home and accessory dwelling units will also require an address verification letter from Benton County 911 Addressing - they can be reached by calling 479-271-1085.
  • Remodels - before and after floor plans of entire house - rooms are to be labeled, window and door sizes shown, electrical plan w/ smoke detector placement and must show electric and plumbing if being moved or added.

Townhomes

Residential Townhomes have a little bit of a different plan review process. A Residential Townhome Plan Review application will need to be completed and plans uploaded on our online portal for each building type being constructed. Please contact our office at 479-621-1100 for more information on how to apply for this type of permit. Plans will need to include: address verification letters from Benton County 911 Addressing, a site plan showing distances between buildings, elevations, fire walls, floor plans with rooms labeled, window and door sizes and all mechanical, electrical and plumbing plans. The application will be reviewed and submittals verified. A plan review fee will be due prior to plans being reviewed. The typical review time is two weeks on all submittals and we do not offer expedited reviews. Once all reviews have been completed, an approval letter will be sent out and a Pre-Construction meeting can be scheduled with the General Contractor. The following requirements must be met prior to scheduling the Pre-Construction meeting:

  • Large/Small Scale Development approval (if applicable)
  • Grading permit issued (if applicable)
  • Arkansas Department of Health Plumbing approval letter (if applicable)
  • Building plans reviewed and approved

Residential Townhome Building permits will need to be submitted for each address on our online portal by the General Contractor once the Pre-Construction meeting has been scheduled or once the meeting has taken place. All required licensing for the contractor must be up to date in our system. The application will be reviewed and once approved the building permit fees can be paid and your permit will be issued.

Residential Fire Sprinklers

Residential Fire Sprinklers are required for all duplexes and townhomes being constructed in the City of Rogers by City Ordinance 21-55. The NFPA 13D sprinkler systems can be installed by a plumbing company that holds a master and has been certified or endorsed by an approved provider. The NFPA 13D Stand-alone sprinkler systems are installed by a licensed Fire Sprinkler company. A Residential Fire Sprinkler permit will need to be completed by the contractor and plans uploaded for review on our online portal. All required licensing for the contractor must be up to date in our system. Plans must included the following: a layout of the system, hydraulic calculations, cut sheets and placement of placards and shut off valve. Once the plans have been reviewed and approved the permit will be issued. 

Residential Swimming Pools

Residential Pool permits will need to be submitted on our online portal by the Swimming Pool contractor or by the homeowner (if you are building your own pool). All required licensing for the contractor must be up to date in our system. When you submit your application, you will need to upload plans for review. Once those have been approved, the fees can be paid and your pool permit issued. Plans must included the following: a site plan, pool & equipment layout and a structural diagram of the pool.

A master electrician will be required to pull the electric permit and do the bonding/grounding of the pool and deck. If adding gas for a pool heater, then a master plumber will be required to pull a plumbing permit.

Residential Solar Panels

Residential Solar Panel permits will need to be submitted on our online portal by the contractor. All required licensing for the contractor must be up to date in our system. When you submit your application, you will need to upload plans for review. Once those have been approved, the fees can be paid and your permit issued. Please see the required documents that will need to be submitted for review:

  • Roof Mount Systems - stamped structural engineers roof analysis letter, electrical plan (riser diagram), location of the solar panel system shall be indicated on the plans: including site plan, roof plan, elevation and mounting details for panel installation and cut sheets.
  • Ground Mount Systems - site plan showing location of solar panel system on the property, electrical plan (riser diagram), location of the solar panel system shall be indicated on the plans: including site plan, roof plan, elevation and mounting details for panel installation and cut sheets.
