2018 Bond Issue
What's Happening
A special election has been called to ask the voters of Rogers to extend an existing one-cent sales tax. This sales tax will allow the City of Rogers to raise money for critical improvements in the City through a bond issue. The special election will be held on August 14th, 2018. The election will ask 5 questions for the citizens of Rogers to vote on.

Parks
Frisco Park Renovation
The City of Rogers is working with Ross Barney Architects to redesign Frisco Park through the Walton Family Foundation’s Design Excellence Program. Covering approximately 7.5 acres, the park will receive a major renovation to continue the revitalization of our Historic Downtown.
Mt. Hebron Park
With much of the park dedicated to passive play areas, the conceptual design for Mt. Hebron Park includes trails, tennis courts, pickleball courts, basketball courts, a baseball field, soccer fields, splash pad, a destination/accessible playground, pavilions, and a large meeting hall. It will be the first major park on the west side of town.
Northwest Park Renovation
Pieced together since the 1970’s, Northwest Park is the oldest sports park in Rogers. With thousands of games played annually at this facility, it is in need of a major upgrade. The conceptual design for the new park includes baseball fields, concessions, pavilions, an indoor batting cage, a playground, trails, and large grass lawns for warming up your throwing arm. The renovation will allow this cherished park to continue to serve the citizens of Rogers for decades to come.
Additional Needs
The 2018 Bond Issue will allow the Parks and Recreation Department to build an additional restroom facility at Veterans Park near the Artificial Turf Soccer/Football field, as well as make additional improvements to other parks and trailheads around the city.

Police DepartmentEmergency Dispatch Center
A much needed addition to our current Police complex, the new 14,000 square foot facility will provide a hardened Dispatch and Emergency Operations Center capable of withstanding severe weather threats including tornadoes. The building will also include a multi-purpose room for tactical training, a training room, offices, a garage, and support facilities. The addition of this facility will also allow for the reorganization of our current building, accommodating the needs of our growing city and department.
AWIN Radio System
The Arkansas Wireless Information Network (AWIN) is a statewide, multiple site, digital 700/800 MHz trunked communications system using the Association of Public Safety Communications Officials (APCO) Project 25 (P-25) standard. AWIN provides statewide operations, within the coverage area of the system, for public service entities using P-25 digital 700/800 MHz radios. This type of system offers the following benefits:
- The ability to coordinate communications with other agencies or jurisdictions
- The ability to purchase radios from more than one vendor
- The ability to share resources to enhance communications and control costs

Fire Department
Fire Station #8
Similar in design to Station #2, Fire Station #8 will be strategically located along West Pleasant Grove Road between Rainbow Road and Highway 112. This location provides additional support for West Rogers, a need identified in the 2016 accreditation process.
Training Center Classroom Expansion
Additional classroom space and improvements in technology will provide functionality, increasing opportunities for training courses in fire, emergency medicine, hazardous materials, and technical rescue.
Training Center Burn Building
The Burn Building will provide a controlled environment to conduct live fire training, allowing firefighters to learn in a “safe” environment.
Fire Apparatus
Apparatus replacement allows Rogers to maintain an adequate front line and reserve fleet and is essential for ISO rating stability.

Street Improvements
Rogers city staff want to improve the existing transportation network by establishing a street grid on the west side of town and improving connectivity to isolated areas. This shift in philosophy and the transportation needs identified in the Infrastructure Study are evident in an updated Master Street Plan, adopted by Rogers City Council on April 10th, 2018, and the projects proposed for the 2018 bond. Projects are planned all over the City to improve transportation and reduce traffic.
